CyrusOne is building a data center campus with 400 megawatts of power near Whitney, in Bosque County, Texas, on 270 acres below the Lake Whitney dam and next to Calpine's gas-fired Thad Hill Energy Center, which will feed it power directly. The first building, DFW10, is under construction and the companies expect it to be operating by the fourth quarter of 2026. Calpine agreed in July 2025 to supply 190 megawatts to the campus, with the two companies putting the investment at $1.2 billion.

State construction filings describe five single-story buildings: DFW10, a $750 million, 250,000-square-foot building; DFW11, at $400 million and 88,875 square feet; and DFW17, DFW17B and DFW17C, budgeted at a combined $1.3 billion, with construction windows running into April 2027. The Bosque County Commissioners Court agreed in November 2024 to a 10-year, 30% tax abatement for CyrusOne, which company officials called the smallest incentive they have received.

County officials say the first two phases would raise the county's tax base by about 120% and bring an estimated $70 million over 30 years to the county, Clifton ISD, the Bosque County Hospital District and others. Since August 2025, nearly 6,000 people have signed a petition claiming Lake Whitney's level could drop because of the project and a planned water reallocation.

The Brazos River Authority says its study of reallocating the lake's hydropower storage would not lower lake levels and that it has no agreements or discussions with any data center for water. At a January 2026 town hall in Clifton, CyrusOne president John Hatem said the campus would use a closed-loop cooling system filled once every 15 years with trucked-in water, that wastewater would be trucked out rather than discharged into the Brazos River, and that up to 500,000 gallons a year would be needed for plumbing and about 40 employees.

CyrusOne is seeking well water permits from the Middle Trinity Groundwater Conservation District for the campus's plumbing needs, and the district decides those. The Bosque County Commissioners Court controls any future tax abatement.
