Microsoft SAT14 data center, San Antonio, Texas

Microsoft's SAT14 data center campus at 3545 Wiseman Boulevard in San Antonio, Bexar County, is operating, one of more than 20 data centers already built in the city. The state's building register lists SAT14's first phase as two building shells of 152,000 and 107,000 square feet, built for an estimated $154.9 million between October 2021 and December 2022. Microsoft is planning up to five buildings on the site, totaling around 350,000 square feet at a cost of more than $200 million, Data Center Dynamics has reported.

On Aug. 25, 2026 the San Antonio City Council heard draft zoning rules that would confine data centers to industrial or commercial districts, keep them at least 500 feet from homes, schools, hospitals and assisted living facilities, and bar them from the Edwards Aquifer Recharge Zone. "My biggest concern is the 500-foot setback," said Deedee Belmares, a clean energy advocate at Public Citizen, who wants more study of noise, light, air pollution and heat first.

"Data centers are one of the largest, fastest-growing threats to our communities," said Councilman Jalen McKee-Rodriguez, who backed a moratorium; other council members opposed a pause but favored new rules, and electrical union workers said a single data center could employ 200 to 600 of them for years. Development Services director Amin Tohmaz said zoning could address noise and light through setbacks but could not regulate water and power use, and that a moratorium would exempt at least 12 projects already negotiating for utility service.

Statewide, Gov. Greg Abbott ordered a moratorium on Aug. 3, 2026 on new data centers connecting to the Texas grid until regulators audit them, though it does not apply to data centers with their own power. The city's Zoning Commission session on data centers was scheduled for Sept. 15, 2026; no result has been published. The City Council is set to vote on the new zoning rules on Oct. 15, 2026.
