Prologis data center (Kosciusko County, near Leesburg), Leesburg, Indiana

Prologis's proposed data center near Leesburg in Kosciusko County, Indiana, was blocked when the county said no twice to rezoning more than 500 acres of farmland from agricultural to industrial for it. The land, on the north side of CR 700N west of CR 300W in Prairie and Jefferson townships, belongs to Tim Polk, Polk Family Farms and Murphy Place LLC, and adjoins a NIPSCO substation on a 20-acre tract.

The Area Plan Commission recommended denial on April 2, 2025, with about 100 people in an overflow annex, more than 350 watching on YouTube, many in neon hats reading "No data center," and a petition against the project with more than a thousand signatures. "We're gonna lose over 500 acres of really good farmland and there's a lot of homes up there," said opponents Lisa Hay, Gary Parker and Craig Charlton, who said it would change life for the Amish farmers in the area. On April 22, 2025, the county commissioners upheld the recommendation 3-0 before 114 people in an old courtroom that holds 120.

Commissioner Bob Conley gave three reasons: the citizens had spoken, the plan commission had spoken, and now the commissioners were speaking. Commissioner Sue Ann Mitchell said she supported data centers in logical locations, then added: "The rezoning of property should be denied because it is not a reasonable and prudent location for this type of development." Commissioner Cary Groninger, who had visited five data centers in Indiana and Illinois, said the problems with this location "have not been overcome by the petitioner."

Attorney Steve Snyder put the petitioners' case on the land itself: "We have the convergence of three 345,000 watt transmission lines on these parcels, and that is what is essential to what is being proposed." He offered to limit the rezoned ground to a data center only, and said $10 billion would go into 10 buildings with 30 jobs each paying over $100,000. JC Witt, Prologis's data centers vice president, said the site was the least disruptive because it needs no new high-voltage lines, and that if refused, "it's not going in another location." "We're not against a data center. We're against a data center in this location," said attorney Jack Birch, for the objectors, who argued that power lines can be moved or extended.

Courtney Van Cleave asked the commissioners for a one-year moratorium on data centers while they are researched, and afterward Chris Polk said the decision told Warsaw businesses that "Kosciusko County is closed for business." The commissioners' April 2025 denial is the latest reported decision; had the rezoning passed, the project would still have needed a special exception from the Board of Zoning Appeals.
