Data centers in Kosciusko County, Indiana: 1 project mapped
In April 2025 Kosciusko County, in northern Indiana, rejected the only data center it has faced, and not one local official voted for it. Prologis, the San Francisco-based industrial real estate company, asked to rezone about 554 acres of farmland north of County Road 700 N and west of CR 300 W, about three miles northwest of Leesburg, from agricultural to industrial (Industrial-3). It planned to build a data center and lease it to a tenant it had not named. Prologis Senior Vice President JC Witt said the company chose the site because three power transmission lines converge there, near a NIPSCO substation. The landowners agreed that the land, if rezoned, could be used only for a data center.
The county's Area Plan Commission voted 8-0 on April 2, 2025 to recommend denial. That vote was advisory, and the final decision belonged to the three county commissioners. WSBT reported that the meeting was packed, with about 100 more people watching from an annex and more than 350 online, and a petition against the project gathered more than a thousand signatures. Plan Commission President Lee Hardman worried that approval would lead to more development around it: "I think it opens a Pandora's box that I'm not comfortable with at all." Residents raised the loss of productive farmland, water and power use, traffic, and the effect on the area's Amish farming community. A representative of Kosciusko REMC, the county's electric cooperative, said the project would not raise rates or strain the co-op's supply.

The commissioners voted unanimously on April 22, 2025 to deny the rezoning. "The rezoning of property should be denied because it is not a reasonable and prudent location for this type of development," Commissioner Sue Ann Mitchell said before her vote. Witt told the board the company would not look elsewhere in the county: "it's not going to be another location." Local attorney Jack Birch argued that Prologis could instead extend power lines to a less objectionable site.
Estimates of the tax revenue varied widely. Inside INdiana Business reported that Prologis projected about $355 million in property taxes over 20 years, compared with a little over $350,000 if the land stayed in farming. DCD reported a Prologis estimate of $35.8 million over 20 years. When DCD reported the denial in April 2025, the county had no data centers. Afterward, Prologis said that because of the one-year wait before it could reapply, it did not plan to keep pursuing the project.
