QTS Glendale data center, Litchfield Park, Arizona

QTS, the Blackstone-owned developer, is building its PHX 3 data center campus in the Glendale area of Maricopa County, Arizona, north of Camelback Road and west of the Loop 303 along Cotton Lane. The plans QTS filed with the city of Glendale call for 16 buildings of about 180,000 square feet each, nearly 3 million square feet in all, with 750 megawatts of critical capacity and a 29 acre substation. QTS put the campus at 375 acres, and bought the land in July 2022 for $255.3 million.

AZBEX, which puts the site at 391 acres in the C|303 industrial park, reported that it lies next to the Allen Ranches community and that the buildings will go up in pairs, starting at the southern end of the property. QTS now lists several PHX 3 buildings, among them DC1 at 17408 W. Camelback Road, with Litchfield Park mailing addresses. The company says its closed-loop cooling needs only a one-time water fill and does not draw water for cooling after that.

A QTS spokesperson said the company was investing in Arizona "as a long-term partner" and would keep working with local governments "to ensure growth is additive to the area." "We choose markets like Glendale because of access to a highly skilled and motivated workforce," the company said. On April 7, 2026 Governor Katie Hobbs visited QTS's data center campus in the Phoenix area to see its water-saving cooling and hear its commitment to pay for its own energy infrastructure.

The louder argument in the Glendale area is over a different project: Project Baccara, a $36 billion data center with its own 700 megawatt gas power plant, one mile north of Luke Air Force Base, which Maricopa County supervisors approved with Supervisor Steve Gallardo voting no. The Glendale City Council unanimously approved a pre-annexation agreement for it, and the Project Baccara Opposition Coalition has spoken out against it.

For QTS's own campus, the site plans for each phase go to the city of Glendale, where QTS first filed in early 2023. No organized opposition to PHX 3 itself has been reported; the most recent public event was the governor's visit in April 2026.
