Data centers in Arizona: 45 projects mapped
Arizona has 16 data center projects proposed or under construction, most of them in Maricopa County, and the newest local limits are in the south of the state. On September 22 Pima County supervisors voted 3-2 for a 120-day moratorium on new data centers in unincorporated areas while the county writes zoning rules. It does not apply to Project Blue near the county fairgrounds or the proposed Project Gravel south of Tucson. In Pinal County, supervisors voted 4-1 on August 26 to reject Vermaland's La Osa Energy Center outside Eloy.
In the West Valley, Maricopa County supervisors voted 4-1 in May to issue a military compatibility permit for Project Baccara, a 160-acre campus with its own 700-megawatt gas power plant about a mile north of Luke Air Force Base, near Surprise and Glendale. The county received 553 emails opposing it and five in support. "You can't drink data, you can't eat data," said Hollie Tolmachoff, who lives less than half a mile away. The project still needs county and federal air quality approval.

Cities are writing their own rules. Tucson's council voted 6-1 on August 5 to require a half-mile buffer from homes and schools, a 50-foot height limit and a public review for any data center over 25,000 square feet or 20 megawatts. Chandler's council voted 7-0 in December 2025 against Active Infrastructure's data center rezoning, despite lobbying by former Sen. Kyrsten Sinema.
Statewide, a three-year pause on new data center sales tax breaks took effect July 1 and runs until June 30, 2029; the state received 113 applications in the two weeks before the deadline, AZPM reported. Pima County's moratorium runs 120 days, into late January 2027, and can be extended.
