Beale Luckett Road Project (Marana) data center, Marana, Arizona

The data center campus approved at Marana, in Pima County, Arizona, is the second home for a project Tucson turned away. Beale Infrastructure is the developer of both, working through a company called Humphrey's Peak Properties, LLC. In June 2025 the Pima County Board of Supervisors voted 3 to 2 to rezone a 290 acre parcel near the county fairgrounds, half a mile south of Interstate 10, and then 3 to 2 again to sell it to Humphrey's Peak Properties for nearly $21 million. The city of Tucson refused to annex that site in August, which the project needed for city water service.

The county supervisors said plainly why they voted as they did. Steve Christy said that "as far as the county is concerned, from a business proposition, it's a good deal." Board chair Rex Scott said he supported it enthusiastically because of what it could do to the local economy, while acknowledging that most of the constituents who contacted him were against it. Jen Allen, voting no, warned that "data centers beget data centers" rather than bringing broader growth, and pointed to regrets voiced by California officials. Andres Cano, also against, said "We are not just building in the desert, we're building on a legacy." At that meeting the project's representatives declined to say how much water or power it would use.

The Marana campus covers more than 600 acres across two properties. About 300 acres west of Interstate 10 on North Luckett Road belong to the Kai family trust, and 310 acres at 14990 West Hardin Road belong to the Church of Jesus Christ of Latter-day Saints. The town council approved the rezoning 6 to 0, with Councilmember Herb Kai recusing himself because his family owns the south parcel. The vote came on the night of Tuesday, January 6, 2026.

More than 50 people spoke at the hearing, and the overflow crowd was sent to the Marana Police Department. Union workers held signs supporting the data center, which Arizona Public Media reported were provided by the developer. The application is filed under the name Luckett Road Project and was known internally as the Jaguar West Project.

On power, the Arizona Daily Star reports 550 to 750 megawatts supplied by Trico Electric Cooperative. Arizona Public Media reports up to 750 megawatts per site and up to 1,500 megawatts across both parcels, from Trico and Tucson Electric Power.

On water, the developer says the buildings will be air cooled with no potable water used for cooling, drawing about 40 acre feet a year against the roughly 2,000 acre feet the land currently uses as farmland. The company also projects nearly $1 million in one time impact fees, 4,200 construction jobs, 400 permanent jobs and about $15 million a year in taxes at full build.

Opponents tried to put the rezoning to Marana's voters. On February 4, 2026, Arizonans for Responsible Development, a group sponsored by the advocacy organization Worker Power, filed two referendum petitions with about 2,800 signatures each, well over the number required. Worker Power then tried to withdraw them, and on February 18 the town rejected both, saying they did not include the legal description of the properties that Arizona law requires. Fremont Peak Properties, a Beale Infrastructure subsidiary, sued the town for refusing the withdrawal, and residents sued over the rejection. In May 2026 a Pima County judge upheld the town clerk on both counts, so Marana voters will not get a vote on the data center. "We're committed to continuing to fight for the people of Marana and for their right to have control over the future of the town," said Jackie McGuire, a Marana resident and plaintiff in the case, who said the ruling was disappointing.
