Data centers in Pima County, Arizona: 3 projects mapped
Construction of Project Blue, Beale Infrastructure's data center on 290 acres of former county land near the Pima County Fairgrounds, began in April 2026, as protesters stood in front of the trucks until sheriff's deputies moved them. The Board of Supervisors voted in June 2025 to sell the land, and in December approved a side agreement 3-2 in which Beale, backed by Blue Owl, committed $15 million in community donations and "commercially reasonable efforts" to match its power use with renewable energy. Supervisors Andrés Cano and Jen Allen voted no.
Opponents thought they had won when the Tucson City Council refused to annex the site and supply city water. Beale then switched to air cooling and won a special power deal with Tucson Electric Power, approved 4-1 by the Arizona Corporation Commission. "We really believed that we had protected our community, protected the water, protected the land," said Vivek Bharathan of the No Desert Data Center Coalition. Opponents note that TEP's power is about 50 percent natural gas and 19 percent coal, which uses water at the power plants.

In Marana, the Town Council voted 6-0 in January 2026 to rezone two 300-acre parcels south of Pinal Airpark Road for a second Beale campus. Councilmember Herb Kai, whose family trust owns one parcel, recused himself. Beale projects a $5 billion investment and nearly $145 million in town tax revenue over a decade. The town clerk rejected residents' referendum petitions in February, and a Pima County judge upheld that decision in May, so there will be no public vote.
The Air Force has also offered about 300 acres at Davis-Monthan Air Force Base for lease to an AI data center; no developer has been named. Tucson adopted rules on a 6-1 vote in August 2026: any data center over 20 megawatts or 25,000 square feet now needs a special zoning district and a council vote.
