Beale Infrastructure data centers: 5 sites mapped

Beale Infrastructure, a San Francisco-based data center developer, has campuses built, approved or withdrawn in Arizona, Oklahoma and Kansas. In Arizona it buys land through a related project company, Humphreys Peak Properties; the Tucson Sentinel reported that both companies are controlled by Blue Owl Capital.

Its best-known fight is Project Blue, on county land south of Tucson near the Pima County Fairgrounds. Tucson's city council voted against annexing the site in the summer of 2025, which kept Tucson Water off the project. Beale then switched to a closed-loop air-cooled design and got a power agreement with Tucson Electric Power approved by the Arizona Corporation Commission.

The county land sale drew protests from the No Desert Data Center Coalition and closed on Dec. 24, 2025, for more than $27 million. Attorney General Kris Mayes, the City of Tucson and residents asked the commission to rehear the power deal, arguing it let the utility and the data center customer set their own rates. Construction started anyway, and on April 24, 2026, protesters stood in front of trucks at the site until sheriff's deputies pushed them aside.

Organizer Vivek Bharathan recalled Beale's June 2025 statement that it would not close on the land if Tucson did not annex it. After the sale and the start of construction, he said, "But Beale lied."

Up the interstate, Marana approved another Beale campus on two parcels totaling about 600 acres. Tucson Sentinel described it as part of a wider Project Blue plan, but Beale calls the Marana campus the Luckett Road Project; its internal name was Jaguar West. The planning commission recommended the rezoning 6-0 in December 2025, and the town council approved it unanimously in January 2026.

Tucson Electric Power and Trico Electric would supply power for a project expected to use 550 to 750 megawatts at full build-out, according to AZFamily. Councilmember Patrick Cavanaugh warned the backup generators would bring "soot and smoke" but voted yes anyway, saying, "I need to trust in the power companies. I need to trust in Beale."

In Oklahoma the company lost one site and won another. Beale withdrew Project Atlas, near Coweta in Wagoner County, on March 30, 2026, after weeks of local dispute. In Claremore, the city council approved Project Mustang on May 18, 2026; on May 29 an organizer filed recall petitions against all nine council members plus a referendum to put the approving ordinances to a public vote.

In De Soto, Kansas, Beale began building Project Pilot in April 2026 on a 300-acre site west of the Panasonic plant. The buildings shown to the city council in August 2025 totaled 1.14 million square feet; the plan approved in April and May 2026 totals nearly 2.9 million. Resident Toni Caldwell called the increase "a breach of understanding that they created with this community."
