Data centers in Wagoner County, Oklahoma: 3 projects mapped
Wagoner County's biggest data center fight ended without a building. Beale Infrastructure, a San Francisco developer, proposed Project Atlas on 270 acres between Highways 72 and 51B south of Coweta, near the city's wastewater treatment plant. Crowds packed Coweta council and planning commission meetings to oppose it, and in January 2026 the planning commission voted against the development plan. On March 30, 2026 Beale told the city by phone it was withdrawing its rezoning application; the land remains zoned agricultural.
The anger in Coweta was as much about secrecy as about the site. The Frontier found that City Manager Julie Casteen signed a nondisclosure agreement with Beale in May 2024 requiring her to keep secret both the talks and the agreement's existence, and that Mayor Naomi Hogue and Vice-Mayor Jeremy Barnett signed their own by September 2025. Residents called for the city manager to be fired and the mayor and vice mayor to resign. A police criminal inquiry opened in May 2026 found, in June, "no substantiated criminal conduct," while flagging concerns about "public perception, policy discussion, or transparency expectations."

Broken Arrow, which reaches into the county, went the other way before any application arrived. An unnamed company held a letter of intent to buy about 51 acres for a data center that City Manager Michael Spurgeon put at 100 to 150 megawatts. When the letter lapsed, the council on June 15, 2026 adopted a six-month moratorium on data center approvals, with an option to extend six months; the moratorium is listed on the Tulsa County page, where the city's center sits. A staff committee is drafting an ordinance, and Spurgeon has said he may ask for the extension.
The county's map also lists Meta's Project Anthem twice, as east Tulsa and Tulsa entries; the company says the $1 billion campus is in east Tulsa, and it is covered in full on the Tulsa County page.
