Cloverleaf Data Center/Project Open Sky, Piedmont, Oklahoma

Cloverleaf Infrastructure's proposed Project Open Sky data center campus near Piedmont, in Canadian County, Oklahoma, is on hold after the City Council voted on July 27, 2026, to send a key land-use change back to the Planning and Zoning Commission for more study. Cloverleaf has asked Piedmont to annex and rezone a 633-acre parcel between Azalea Road NW, Richland Road NW and Moffat Road NW for six 352,800-square-foot data center buildings, warehouses and a substation.

Company representatives said the campus would need about 1.4 gigawatts of electrical capacity to support a 1-gigawatt cloud data center, and could take in another 393 acres. At a packed June 22 meeting, Cloverleaf's Aaron Bilyeu said the closed-loop cooling would use 75,000 gallons of water a day for up to four months in the first phase and that the facility would run at 60 decibels. "Data centers are not making money. They are taking money," one resident told the council, which the Planning Commission had advised to deny the rezoning.

Cloverleaf, a powered land company founded in 2024, says it prepares sites and then transfers them to a company that will build and run the data center, and that it does not sign nondisclosure agreements with local governments. It recently walked away from two data center projects in Wisconsin after local objections.

Cloverleaf wants the site annexed so it can receive city services including water, and annexation and zoning remain for the Piedmont City Council to decide once the land-use map comes back.
