An estimated 400 people, nearly a quarter of Luther, brought lawn chairs to a closed section of Main Street and chanted "let us vote" over a data center. Beltline Energy, working through BLE Landholdings, has applied for a special use permit for a campus in the town of about 1,700. The first town board meeting on it drew so many people that it had to be postponed; the next, a week later, was held outdoors. "It's like a scene from the Wild West," said resident Shannon Hopkins. "We don't want it. We're here and we're going to make a stand."

The trustees approved a moratorium on data center rezoning applications and special use permits until December 31, 2026, and extended it to applications already filed, which covers Beltline's. The ordinance cites water use, electrical demand, noise, heat, air quality and infrastructure. The Beltline permit and development agreement were on the agenda only for discussion, and no action was taken on them. Oklahoma City and Edmond have their own moratoriums while they write rules.

OG&E, the local electric utility, asked state regulators at the Corporation Commission in June 2026 to create a special rate for any customer using 75 megawatts of power or more, roughly what a small city draws. Those customers would pay for the power they say they'll use whether they use it or not, pay for their own grid connections, and pay into a fund, an estimated $25 million to $30 million a year, that could lower other customers' bills. OG&E's April contract with Google has some of the same terms, but not that fee.
