Google is building a data center campus on about 400 acres of state-owned land in Stillwater, the Payne County seat, bordered by East Richmond Road, East Airport Road, North Perkins Road and North Jardot Road. Through most of the approval process the project went by the name of a subsidiary, Kipper LLC, before Google was confirmed as the company behind it. The plan allows up to six buildings worth $500 million each, for a potential $3 billion total, with the first phase possible as early as 2027.
The city council approved an economic development deal in which Kipper makes annual payments to local taxing entities instead of property taxes, an initial $867,568 for Phase 1, tied to a minimum $500 million investment and at least 30 jobs per phase. Mayor Will Joyce called it the biggest economic development action the city has ever taken. Because Stillwater's electric utility is public, state law required a public vote before OG&E could serve the campus: residents approved the franchise 10,250 to 3,930, which will pay the city about $2.25 million per data center a year once running.

OG&E has agreed to power this site and two Google campuses in Muskogee, with the combined load reaching 1 gigawatt within five years and peaking at 1.2 gigawatts by 2036; Google is paying to connect all three to the grid and is building two solar farms on OG&E's system. In September 2026 the Oklahoma Corporation Commission, the state's utility regulator, opened its review of those contracts; a commission official testified the deals "feature reasonable protections for ratepayers."
Water has divided local officials. Payne County Commissioner Rhonda Markum said nearby residents worry about the drought and the project's power and water use, and that flooding hit the construction site on April 30. She said county commissioners are bound by a non-disclosure agreement and have had no direct contact with Google. Stillwater City Manager Brady Moore said the city's first two phases are allotted 2.7 million gallons of water a day out of 3.2 million gallons set aside for growth in that part of the city, and any further building would require Google to invest in the water treatment plant.
