Data centers in Muskogee County, Oklahoma: 1 project mapped

Muskogee County has three large data center projects on the way. In November 2025 Google, Muskogee County, the City of Muskogee and Port Muskogee announced two new Google campuses near Summit and Council Hill, part of the company's two-year, $9 billion Oklahoma investment, KTUL reported. "We are excited to welcome Google to Muskogee County as they begin work on building two data center campuses, which will be transformational for our community," said County Commissioner Kenny Payne. OG&E is to supply the power under contracts in which Google covers the infrastructure costs of serving it. Google also said it would give $1 million to the Muskogee community for schools, small businesses and trades training. The third project is Core Scientific's site at Port Muskogee's industrial park, first announced in 2022 as a crypto mine. DCD reported that Core Scientific and CoreWeave broke ground there on a 100MW AI facility with about 70MW of IT load. Public Radio Tulsa reported that the company now plans to expand it into a 1.5-gigawatt AI campus, which would be the state's largest.

Water is where the county has seen changes on the ground. The City of Muskogee, home to two existing data centers, raised water and other utility rates 2.2 percent, plus a $7.75 monthly sewer increase, to fund a new wastewater treatment plant, The Frontier reported. City spokesperson Judy Villalobos said the increases were related to the planned data centers, although the city could have handled their discharge without a new plant. The Council Hill campus sits within Muskogee Rural Water District #3, which has about 650 members. Vice-chair Howard Whatley said Google expects to need only about 20,000 gallons a day, and that the district's agreement makes Google pay for any upgrades needed to serve it. He said the district has rejected applicants who wanted large withdrawals. "We're not going to take water away from citizens for a project like that," Whatley said. "That wouldn't be neighborly."

Open opposition has been small but has started. In August 2026 more than 50 people came to the city's first data center town hall, organized by residents with Native advocacy groups including Honor the Earth, Public Radio Tulsa reported. "We're not getting clear answers," said Honor the Earth volunteer coordinator Patricia Kaseca, a Muscogee (Creek) Nation citizen, who said she had waited three weeks on a records request. Villalobos said only one open records request was outstanding, held up by a required legal review, and that officials are always willing to talk to residents at city hall.
