Data centers in Rogers County, Oklahoma: 1 project mapped

Claremore's city council approved a data center of at least $1 billion in May 2026, and within weeks residents had filed recall petitions against all nine councilors. The project is Project Mustang, a Beale Infrastructure campus on about 290 acres of the Claremore Industrial Park, three miles north of downtown Claremore along Route 66, on land zoned industrial for decades, the Tulsa World reported. The terms were set in a tax increment plan a review committee of Rogers County taxing entities recommended on March 31, 2026. Under it, three incentive districts would be created on 255 acres, one for each data center. Within them Beale and its end user would pay no property tax for 25 years each, making payments in lieu of taxes of $4.75 per square foot instead, plus a $250,000 annual "community betterment payment" to the city. Jeff Sabin, the lawyer who drafted the plan for the city, told the committee a Claremore data center would not be economically viable for Beale without the incentives. "It's a massive amount of investment, but very few jobs," he said. The plan called for 35 permanent jobs per phase.

At the March committee meeting, opponents held up signs reading "Let the people vote." "They're not going to be able to see the stars at night," said Teresa Luce, who had visited neighbors whose land abuts the site. "They're gonna have to listen to that hum all night long, whatever that might be." After a packed public hearing on May 4, the City Council approved the project on May 18. City Hall was at standing-room capacity and people rotated in from outside to meet fire code, News On 6 reported. "How are you going to compensate me and my neighbors? We get no benefit from you at all," resident Debbie Cassita told the council. Beale said the air-cooled buildings would use about 20,000 gallons of water a day. Its public policy chief, Tony Burkart, described a "community-first" approach.

The Tulsa World later reported that the land deal and main agreements were final, with Beale bound to invest at least $1 billion over roughly five to seven years. The city said Beale had put up a $21.552 million irrevocable letter of credit as security and would pay $5 million into a Community Betterment Fund. "I know we've done this the right way, and we've done the right thing by our community for the long run," City Manager John Feary said. Residents filed recall petitions against all nine city councilors and three referendum petitions against the project's approving ordinances in early June, the Claremore Daily Progress reported. The city later found all three referendum petitions invalid because copies were not filed with the city clerk before signatures were gathered, as state law requires.
