Beale Infrastructure's Project Mustang data center in the Claremore Industrial Park, Rogers County, Oklahoma, was approved by the Claremore City Council on May 18, 2026, and construction was expected to begin within days, the Tulsa World reported on August 28, 2026, after the city finalized the land sale. The company that will use the data center has still not been named. "I don't know when the timing of that will be," City Manager John Feary said. "I honestly don't know."

The agreement calls for construction over roughly five to seven years and a contractually obligated investment of at least $1 billion, a city release said, and Beale has executed a $21.552 million irrevocable letter of credit to secure its obligations to the city. The campus will sit on about 290 acres of the industrial park, about three miles north of downtown along Route 66, on land zoned industrial for decades.

Beale has said the project could include up to three data centers built in phases, air-cooled and using about 20,000 gallons of water a day, with about 50 permanent jobs per phase. Power will come from Claremore's public utility, which buys from the Grand River Dam Authority; the city says the site will have a dedicated GRDA-owned substation and that Beale pays upfront for all infrastructure. The city says the end user is a domestically owned, publicly traded company.

The fight was over taxes and transparency. At a second public hearing that filled City Hall to standing room, the council approved the project plan and a tax increment district, letting Beale seek a 25-year property tax exemption for each phase. Beale said the project would still contribute more than $250 million to Rogers County schools, municipal services and community programs over time.

"How are you going to compensate me and my neighbors? We get no benefit from you at all. We get destruction of our lifestyle, destruction of our property values," Rogers County resident Debbie Cassita told the council. Some residents asked for a moratorium until more is known about data centers' effects, while supporters pointed to jobs and investment.

Opponents then tried to force a public vote. Activist Ron Durbin filed nine recall petitions, one against each council member, and referendum petitions on the three ordinances that cleared the project. Organizers gathered 702, 730 and 763 signatures, more than double the 356 each required.

In June the city declared all three referendum petitions legally invalid because true copies had not been filed with the city clerk before signatures were gathered. "I think that the process was very secretive for a long time, and then all of a sudden we just kind of rubber-stamped it through as a council," said resident Alex Miller.

The project plan does not exempt Beale from planned unit development, code enforcement and zoning approvals needed before it builds, so the remaining permits run through the City of Claremore. Miller said opponents would fight the ruling in district court and, if necessary, at the Oklahoma Supreme Court.
