Page, a small city near Glen Canyon Dam, has agreed to sell 500 acres across State Route 89 from Horseshoe Bend to Huntley LLC, which intends to seek permits for a 1-gigawatt data center campus, about 1,000 megawatts of power. The City Council voted 5-2 in October 2025 to sell the land for $14,000 an acre, $7 million in all. The sale closes only after an 18-to-24-month feasibility study, and the city can buy the land back at the same price if the conditions are not met.
Opponents gathered more than 400 signatures for a referendum on the sale, but in December 2025 the city rejected the petition because some signature sheets had missing or wrong serial numbers or lacked a copy of the ordinance. A recall effort against several council members, including Councilwoman Debi Roundtree and Mayor Steve Kidman, was also launched. "This is my home," said Teyana Begay, 19, one of the opponents. Councilwoman Amanda Hammond, who voted no, said the acreage, water use and power source were still open: "all of that is unknown."

The site borders the LeChee Chapter of the Navajo Nation, about five miles south of the city, and the chapter passed a resolution opposing the sale. "Water is precious to us," said chapter president Irene Whitekiller. Arup, the engineering firm working on the proposal, told the council that air-cooled chillers would mean "we're not pulling water from the municipality in order to cool the closed loop."
In Flagstaff, the county seat, no data center has been proposed, but the City Council is weighing two zoning changes: one would require a conditional use permit for large data centers, the other would ban them. In May 2026 the council postponed the vote a second time so staff could do more public outreach, and no new date has been set.
