NTT Phoenix Campus (Mesa PH1-PH7) data center, Mesa, Arizona

A seven-building, 2.3 million square foot data center campus proposed by NTT Global Data Centers is planned on 170 acres at Pecos and Crismon roads in southeast Mesa, Maricopa County, Arizona. The Mesa Planning and Zoning Board voted 4 to 0 in May 2026 to recommend the city council approve rezoning, a use permit and a site plan; council action was expected in July 2026 but was pushed to later that summer, and no result has been published since.

NTT, a Japanese company, bought the 170 acre site from Pacific Proving LLC in 2025 for 300 million dollars. The seven two-story buildings, each 310,000 to 400,000 square feet, would use a closed-loop water cooling system filled only once, with no evaporative cooling, a design NTT says avoids the up to 5 million gallons a day that large data centers can use.

Two residents who attended a neighborhood meeting last October raised concerns about noise from the substation and generators near their homes; NTT said it would use low-noise fans and equipment. A different data center had permission on the same site in 2024 for another company, but it was never built, and the current plan is allowed under older, less strict rules because it was submitted before the city's stricter data center ordinance took effect last July.
