Active Infrastructure wants data centers on 362 acres off Evergreen Mills Road in Leesburg, in the part of Loudoun County the county's own plan calls the Transition Policy Area. Loudoun Now described 3.25 million square feet across ten buildings up to a hundred feet tall, with three electrical substations and a backup power storage building, on 325 acres to be rezoned from Transitional Residential-10 to Industrial Park.

The Loudoun Wildlife Conservancy put the plan at up to 3.5 million square feet on 362 acres, powered by natural gas hydrogen fuel cells with batteries on site. The land is not empty: the northern 150 acres is farmland, and the southern part is thirteen parcels of the Spring Valley subdivision, ten to seventeen acres each, with single family houses on them. The area also holds a Victorian style house of about 1880, a springhouse, a treehouse and a family cemetery.

The conservancy's objection is the woods: mature forest on the banks of Goose Creek, next to the rural policy area and near the county's only nature preserve, and 325 acres of the Transition Policy Area gone. It argued no reduction in emissions could offset cutting down carbon-storing forest and destroying that habitat. The county's own planners opposed the rezoning too, calling it a fundamental departure from transitional residential policy and noting the nearest industrial zone is 2.3 miles away.

Planning commission vice chair Michael Turner was blunter: "We have no business building data centers in the Transition Policy Area. It's the wrong place and the wrong time." On July 23, 2026, the commission voted unanimously to recommend refusal, following county staff, after a record number of speakers and written comments against it. The rezoning application is still moving through the county's process; the Board of Supervisors has not yet scheduled its own vote.
