Stillwater Data Center Campus, Lovejoy, Georgia

Stillwater Development's plan for a 1,250 megawatt data center campus at 11760 Panhandle Road in Lovejoy, Clayton County, Georgia, has been withdrawn after weeks of resident opposition. The Lovejoy City Council accepted the withdrawal at a special meeting on August 6, 2026, and the developer says it will pursue a residential plan for the land instead.

The campus would have covered about 400 acres with up to 15 buildings totaling 3.465 million square feet and two substations, according to the developer's filing with Georgia's Department of Community Affairs. Central Georgia EMC was to supply the power, which could have reached 1,250 megawatts, with a first phase finished by 2031 and the project valued at up to $13 billion.

The site sits across Panhandle Road from Michelle Obama Elementary and Eddie White Middle academies. In its own review of the project, the city of Lovejoy warned of "high traffic congestion on Panhandle already experienced due to the Michelle Obama and Eddie White school traffic." The land was annexed into Lovejoy in 2024 for a residential project, then rezoned for the data center, which Mayor Marci Fluellyn said was pitched to her as a way to raise up to $10 million a year in city revenue.

Residents packed Lovejoy City Hall before the vote. "We want to make sure our water stays clean, and we don't suffer from any additional noise that comes with a data center," said Attania Jean-Funny, a community activist. Ken Worrell, who lives near the site, said, "We don't need something like that within our community right here." The council voted unanimously to start rescinding the project.

Clayton County has had a moratorium on new data center applications in its unincorporated areas since September 2025, extended three times, though it does not cover Lovejoy. Fluellyn said the city council planned to update its zoning to prohibit data centers, with the change set to come before the council in September 2026; no result has been published.
