Data centers in Clayton County, Georgia: 4 projects mapped

Unincorporated Clayton County has banned new data center applications since September 2025, a pause the county board has extended twice, now running through December 2026. The ban followed two approvals: TA Realty's 180-megawatt data center in Ellenwood, approved in October 2024, and a Digital Realty campus in Forest Park on the former Fort Gillem site. Clayton County also already has one operating data center, Intero Systems in Atlanta.

In June 2025 the county's Development Authority, known as Invest Clayton, gave TA Realty's $959 million project a 10-year property tax break; the authority would not say what it was worth, but county records point to more than $36 million. Eight residents had spoken against the project in 2024 over water use, noise and traffic. "Data centers are such a massive growth industry that there is no reason why state and local governments should provide incentives to this industry," said Kasia Tarczynska of the watchdog group Good Jobs First. The authority's chairman, C. Harrison Braddy, called the deal "a win-win."

The county's ban does not reach its cities. In Lovejoy, Stillwater Development filed in December 2025 to rezone land for a data center campus of up to 1.25 gigawatts, across the road from two schools. After residents and county commissioners objected at meetings through the summer, Lovejoy withdrew the plan in August 2026; the mayor said the developer would pursue housing there instead.
