St. Louis's Board of Public Service gave final approval on April 21, 2026 to a data center planned inside the former Famous-Barr warehouse on Market Street in St. Louis, a $3 billion conversion with the neighboring Armory building becoming offices. St. Louis Magazine reported the data center would total 120 megawatts of power, and under the approval it is expected to open by the end of 2028.

The approval carries unusual conditions: cooling must run as a closed loop with air-cooled chillers, at least half the power must come from renewable sources within five years, and there can be no on-site generators in normal operation. Backup power must come from batteries, noisy equipment must be enclosed, and the roofs must be green, cool or solar.

The city projects $27.4 million in first-year tax revenue for itself and $33.4 million for St. Louis Public Schools, according to the mayor's office. Mayor Cara Spencer said she shares concerns about data centers but that the city negotiated hard on what it could control: "As mayor, I cannot responsibly ignore the amount of good this amount of tax revenue will do for city services, SLPS students and some of the most important amenities and services that our community depends on." Opponents watched from a City Hall conference room while the board met electronically, without public comment.

The approval came while St. Louis was still writing separate zoning rules for data centers, and the project was exempt from those draft rules.
