TierPoint - Spokane Data Center (SPO03), Liberty Lake, Washington

TierPoint runs SPO03, one of its two Spokane-area data centers, at 23017 East Mission Avenue in Liberty Lake, Spokane County, Washington, with more than 16,500 square feet, including 9,900 square feet of raised floor. TierPoint's spec sheet lists 2,500 kilowatts of backup power with two full redundant systems and 15,000 gallons of fuel on site, and says the facility can support GPU and AI computing at up to 85 kilowatts per cabinet with liquid cooling.

In August 2026, Spokane County commissioners voted unanimously to pause new large data center permits from August 18 to December 15, and the county's planning director said the eight data centers already operating in the county, including SPO03, would not be affected. The pause followed paused talks between Avista Utilities and an unnamed company seeking 125 megawatts of power within two years, growing to 500 megawatts, and draft county rules would apply to any data center project needing more than 20 megawatts and steer new projects to land zoned for heavy industry. "I just really want this four months to be used extremely wisely," said Brittany Anderson, a Spokane resident who used a public records request to uncover a commissioner's talks with a data center developer.

Washington's Utilities and Transportation Commission is separately writing statewide guidelines so large power users like data centers, including customers of Avista, the utility serving Liberty Lake, do not pass extra costs onto other ratepayers.

The Spokane County Commission plans to adopt permanent data center zoning rules at its final meeting of the year on December 15, 2026, when the pause is set to expire.
