São Paulo state holds almost a third of Brazil's 195 data centers, most of them in the western suburbs of the capital. The biggest project is Scala Data Centers' 600-megawatt Tamboré campus in Barueri, under construction. In Santana de Parnaíba, next door, ODATA runs a 19.4-megawatt site and Tec.to is building one planned to reach 182 megawatts of power by 2030, near a protected spring on the Tietê River. Farther out, Ascenty runs two data centers totaling 61 megawatts in Vinhedo.
Water is the local worry. In 2025 Greater São Paulo's main reservoirs fell to their lowest level since 2015, and Sabesp cut water pressure in Barueri. When Vinhedo rationed water in 2024, the city's map showed Ascenty's industrial district was spared, Agência Pública reported. "In a shortage, the priority under our water law is to quench the thirst of animals and supply people, not to generate profit for any other sector," said Ângelo Lima of the Observatório das Águas. Tec.to says its closed-circuit cooling keeps water use low.
The power grid is the other limit. In September 2025 the national grid operator ONS said most data center connection requests were in São Paulo state, and a 2025 transmission auction lot was designed to add capacity for Barueri, Santana de Parnaíba and part of the capital. Federal policy favors more building: President Lula signed the Redata tax break into law in September 2026 for operators that meet a water-use limit and buy clean power, while environmental licensing is still left to each city.
