Data centers in Alameda County, California: 3 projects mapped
Hayward and Oakland are both moving to halt new data centers. On September 15 the Hayward City Council voted 7-0 to have staff start the process of prohibiting future data center approvals, and the question returns to the council in October. In Oakland, a council committee approved a 45-day moratorium on September 22, and the full City Council votes on it October 6.
Hayward has already approved two large facilities: Hayward Exchange @ 92, a 49-megawatt data center approved in 2021 that is partly running, and STACK Infrastructure's 76.6-megawatt campus near Eden Landing Road and Highway 92. The Planning Commission approved STACK in May 2025 without a City Council vote, in exchange for $1.5 million in community benefits. "The data center we've got now, they pulled a fast one on us," Councilmember George Syrop said in January.

Oakland's one proposal is at 415 20th Street, a former Lawrence Berkeley National Laboratory supercomputer building that Behring Companies bought in 2025 for $6.8 million. The firm plans about 20,000 square feet of AI computing on the ground floor, advertised with 4.5 megawatts of power now and room for 20. CEO Colin Behring says "we are microscopic compared to other projects out there." A petition for a citywide ban had more than 3,500 signatures by mid-August. Oakland's existing data center, Digital Realty's building on 2nd Street in Jack London, has run for over a decade.
Elsewhere in the county, San Leandro Councilmember Xouhoa Bowen asked staff in June to study a ban on new data center permits, and Fremont Mayor Raj Salwan has said the city has received no applications.
