Amazon Web Services has county approval for Project Rise, a $7 billion data center campus of up to nine buildings on 304 acres of NIPSCO land near the R.M. Schahfer Generating Station in Wheatfield. County Commissioners unanimously approved the development agreements on June 15, 2026. No construction start date has been given; AWS is expected to build while NIPSCO finishes a new natural gas plant and a peaker plant at Schahfer that will power the campus.

Part of Amazon's price is water for Wheatfield Township, which relies on private wells: AWS will spend $25 million to expand water service there. It will also pay $98 million up front during construction and more than $23 million a year for 10 years once running, and promises 250 permanent jobs and 425 acres of habitat restoration in the Kankakee River watershed.

Residents objected mainly to water use, power bills and noise. AWS says the campus will be cooled by outside air except on the hottest days, about 2 percent of the year, using about eight million gallons of water a year at full build-out. Under county conditions, AWS pays all new infrastructure costs and takes its cooling water under NIPSCO's existing permit to draw from the Kankakee River, returning it to the river. "If we wait for the state to stuff this on us, we lose the negotiation power up front," Commissioner Craig Standish said.
