Cloverleaf Infrastructure of Houston wants to build Project Bluestem, a data center campus with an on-site gas power plant, on more than 1,000 acres of the former Tailgate Ranch just south of Tonganoxie. It would use up to 1.2 gigawatts, or 1,200 megawatts of power. The county planning commission advanced new data center rules in September, and they go next to the County Commission, which will review Bluestem under them.

On August 5, 2026 commissioners voted 3-2 against extending the county's 90-day moratorium to January 31. Vanessa Reid, Willie Dove and Jeff Culbertson voted no; Mike Stieben and Mike Smith wanted to leave the decision to the three new commissioners who take office in January. "We had a pause to get regulations in place, it didn't happen," said Rebecca Davis of the Tongie Data Center Watch Dog Group. Stieben said the question "comes down to do we think this fits?"

More than 1,000 people came to a county forum at the Leavenworth County Fairgrounds on September 16, most of them opposed; Dove and Smith were absent. Dee Karlskint of Citizens Against Bluestem, who lives two miles from the site, said she fears the "tonal noise" of rooftop cooling equipment. Reid, whose daughter attends a school near the site, said some supporters were afraid to speak publicly. Opponents said they had hired a lawyer and were looking at legal action.

Cloverleaf has not named the tech company behind the project. It says Bluestem will use closed-loop cooling, pay for any power line upgrades and set aside 330 acres for permanent conservation. The project would qualify for Kansas's 20-year, 100 percent sales and use tax exemption.
