Keel Infrastructure, the bitcoin miner formerly known as Stronghold Digital Mining, wants to add an AI data center campus to its Scrubgrass power plant near Kennerdell, on the Allegheny River. The company says the roughly 650-acre site could eventually support up to 1,363 megawatts of power, though only 63 megawatts is available today and no formal plan has been filed with Venango County. Scrubgrass Township passed a 25-page data center ordinance in July 2026, and county officials say no application has arrived for them to review either.
About 40 residents packed a county planning meeting in June 2026 to raise concerns about power costs, water use and noise, even though officials said nothing had been submitted yet. Commissioner Tim Heffernan put the odds of the data center being built at under 20%, which did not satisfy Rockland attorney Mallory Piercy: "To be told that there is less than a 20% chance of the data center being built is not good enough." The plant also faces an unrelated deadline: a pile of coal ash beside the river must be removed by September 2026 under a settlement with state regulators.
Keel held public information sessions in Clintonville on September 22 and 23, 2026. The company's other Pennsylvania sites, at Panther Creek in Carbon County and Sharon in Mercer County, are further along, with zoning already secured. No tenant or partner for Scrubgrass has been named.
