Amazon wants to put 280 gas fired generators on a site in Bucks County that already has 76 diesel ones, and add three more diesel on top. The complex, up to 10 new one- and two-story buildings plus 1 million square feet of retrofitted warehouse space, is more than half built at the Keystone Trade Center in Falls Township, the site of a former U.S. Steel mill. It is one of two initial Amazon sites in Pennsylvania, with the other beside the Susquehanna nuclear plant in Luzerne County, under the company's plan to invest at least $20 billion in the state.

The Department of Environmental Protection intends to approve the generator application, with a 30 day comment period expected to open in the Pennsylvania Bulletin on July 18, 2026. Amazon has agreed to hold annual emissions of volatile organic compounds and nitrogen oxides below 25 tons a year, which keeps the plant a synthetic minor source. Jillian Gallagher, the department's air quality environmental program manager, said: "The annual emissions from Amazon are projected to be similar to the various hospitals, universities and snack food manufacturing facilities that we already have in Pennsylvania."

Seema Kazmi, who lives nearby, did not find that reassuring: "This is already a pollution-stressed area, and this is going to add to it." Residents raised their concerns at a meeting at Pennsbury East High School.

Bob Campbell, an engineer with Pennoni Associates, described the request as an amount of water equivalent to that used by about 70 homes, drawn from the Delaware River rather than the drinking supply. Glen Murphy, PECO's senior manager for economic development, was careful about it: "When it comes to this particular project, we think it's going to be a net benefit to customers, when you look at transmission and distribution together. We think that ... it's going to bring down rates a bit."
