Amazon Web Services is building the State Line data center, a reported 1.3 million square foot campus on Stateline Road near Blanchard in Caddo Parish, Louisiana, with developer STACK Infrastructure. Gov. Jeff Landry announced the project on February 23, 2026 as part of more than $12 billion Amazon plans to invest in three interconnected campuses across Northwest Louisiana. The campus is under construction, and on August 31, 2026 the Caddo Parish Commission voted 6-4 against a resolution asking planners to consider pausing data center construction in the parish.

STACK, a Denver-based company, will own the facility, with Amazon as the tenant. Amazon plans to hire 540 employees and to spend $400 million on public water systems in the Caddo-Bossier area, and it has promised to pay 100% of its own electricity costs, including upgrades to SWEPCO's substations and transmission lines. Amazon's Roger Wehner said the Northwest Louisiana data centers will use water for cooling "less than 13% of the year."

The project became public on December 9, 2025, when Blanchard agreed to sell 1.5 million to 5 million gallons a day to the site from Caddo Lake, which also supplies Mooringsport and Oil City. Commissioner Chris Kracman's proposal for a one-year moratorium on large water users, pending a lake study, failed to reach the commission agenda. Resident Mary Stahl May, who organized her own community meeting in January, said: "They shoved it down our throats. So now we're going to make sure that they do what they say they're going to do."

Commissioner John-Paul Young, whose resolution failed, said: "We have approved a tax plan for one data center in Caddo Parish and that is probably enough." The parish has zoning authority only within five miles of Shreveport, so a moratorium there would have to start at the Planning and Zoning Commission, the parish attorney said. The Caddo Parish Commission and the Town of Blanchard, which sells the water, are the local bodies with a say over what happens next.
