Amazon and its builder, STACK Infrastructure, are putting two data center campuses in Caddo Parish, part of a Louisiana buildout that started with a $12 billion announcement in February 2026 for sites across Caddo and Bossier parishes and grew by $6 billion in August for a third campus, at the Resilient Technology Park by Interstate 20 in west Shreveport, bringing the state total to $18 billion. AWS has not disclosed that campus's power capacity or number of buildings. A legal challenge to the city's approval of the west Shreveport site is now before Louisiana's Second Circuit Court of Appeal, which is due to rule on November 18, 2026.

Most of Caddo Parish outside Shreveport and its five-mile planning boundary has no zoning at all, so a developer on unincorporated land needs no one's permission before building, which is why the parish commission's own attempts to slow things down have failed. Commissioner John-Paul Young's narrower resolution, asking the planning commission merely to consider recommending a moratorium, was voted down 6-4 on August 31, 2026; the commission has also declined to take up a one-year pause on developments drawing water from Caddo Lake.

The Shreveport campus went to court after the Metropolitan Planning Commission refused it a special use permit in December 2025 and the city council overturned that refusal. Mooringsport Mayor Tyler Gordon and two others sued, alleging the city withheld public information; a district judge dismissed their petition and upheld the permit in April 2026, and they appealed, backed by the Sierra Club.

Amazon says it will fund the water and wastewater upgrades its Louisiana projects need and has committed up to $400 million to public water systems in Caddo and Bossier parishes. Amazon director Keith Klein said in August, "Amazon pays its own way, and the communities where we operate will be better off because we're there." The Shreveport campus is expected to create about 210 permanent jobs and 2,250 construction jobs. Shreveport already has one small, unrelated data center operating, DartPoints, at about 2 megawatts.
