STACK Infrastructure is building a data center campus for Amazon Web Services on 1,089 acres west of Louisiana Highway 3, north of Benton in Bossier Parish, called the Highway 3 Technology Park. The Bossier Parish Police Jury approved the project's final plat unanimously on March 20, 2026, for six buildings totaling more than 1.3 million square feet, with Haskell of Jacksonville, Florida, as general contractor. Gov. Jeff Landry announced the $6 billion project on February 23, 2026, part of an $18 billion Amazon investment across three Louisiana campuses.

Much of the groundwork happened before residents knew what it was for: rezoning, tax breaks and a water agreement with Bossier City all went to votes without public confirmation the projects were data centers, since police jurors and parish administrator Ken Ward had signed nondisclosure agreements. A public hearing on March 18, 2026 drew two hours of questions about health, water, noise, drainage and the secrecy. "The people in this country have a really big distrust of government right now," said Dr. Richard Harrell, who lives near the site.

STACK expects the campus to use about 57 million gallons of water a year under an agreement letting it draw up to 13.5 million gallons a day from Bossier City, which will get about $12 million a year and fixed water leaks from the deal, parish administrator Ken Ward said. SWEPCO's Amanda Nottingham said the utility is "committed to ensuring that our ratepayers do not feel the impacts" of the new construction, with Amazon and STACK paying for new power lines.

STACK projects 500 construction jobs and 270 permanent jobs at the Bossier campus, with Ward expecting the first building finished in 2028.
