Digital Realty runs PDX10, a two-story, 48,000-square-foot colocation data center at 3825 NW Aloclek Street in Hillsboro, Oregon, which the company pitches for low-latency links to Asia-Pacific. Washington County, where Hillsboro sits, has grown into a major data center hot spot in Oregon, and residents are pushing back against more expansion. Digital Realty says the PDX10 data center is LEED Gold and Energy Star certified and runs on 100% renewable energy.

In July 2026 the City of Hillsboro adopted a four-month moratorium on approving new data centers and the large battery storage systems that supply them, acting on a day's notice so developers could not rush in applications first. The city had earlier used enterprise zone agreements to extend tax breaks for large data centers before a state moratorium on those breaks took effect in June. In April 2026 City Councilor Kipperlyn Sinclair started a petition for a pause: "A moratorium is not a permanent ban. It is a pause for accountability." "There's data centers being finished here in Hillsboro that have no power, and they're being told three to five years before you get power," said Hillsboro Herald editor Dirk Knudsen.

Under Oregon's POWER Act, Portland General Electric proposed in June 2026 to raise rates 29% for data centers and other customers using more than 20 megawatts, while cutting residential rates 1.3%. The Oregon Citizens' Utility Board has said households paid more than twice as much per kilowatt-hour as data centers under the old rates. Farmer Jacob Roloff said the math on data centers "isn't mathing" as farmland is cleared for them.
