Hillsboro has more data centers than any other city in Oregon: at least 35, according to the Data Center Maps website, with seven more under construction or moving through permitting. On July 27, 2026, the Hillsboro City Council voted unanimously for a 120-day moratorium on new data center and battery-storage applications while it rewrites its development rules; existing data centers and already-filed applications are unaffected. The county's largest operators include QTS, STACK Infrastructure, Digital Realty and Aligned Data Centers in Hillsboro, and Crane Data Centers, which is building two sites in Forest Grove.

Mayor Beach Pace said the city gave only a day's notice of the vote to stop companies from rushing in applications first. "Taking a pause to study, reflect and gather all the facts is both prudent and ethical leadership," one commenter told the council. The Washington County Chamber of Commerce's Jen Little argued a moratorium "should only be considered after the established planning processes have been completed."

The industry has also been stopped at the city's edge: in March 2026 state Senator Janeen Sollman dropped a bill that would have brought 373 acres along U.S. 26 into Hillsboro for data centers, after developer Dirk Knudsen's campaign filed more than 1,000 pieces of opposition. "We fought Janeen every way we could," he said.

Power costs are rising too. Under a new state law that separates out very large electricity customers, regulators in July 2026 approved a 29.7% rate increase for Portland General Electric's data center customers, while residential rates fell 1.3%, about $1.91 a month for a typical home. "These changes ensure that costs created by data centers in PGE's territory are more accurately reflected in their rates," said commission chair Letha Tawney. The moratorium runs until November 24, 2026, when the council can extend it another 120 days or let it expire.
