Percheron Data Center, Boardman, Oregon

Rowan Digital Infrastructure plans the Percheron Data Center, a 300-megawatt campus on Tower Road southwest of Boardman, in Morrow County, Oregon, near the former coal plant and the Carty gas plant. The company describes the site as about 275 acres and says it closed on the land in 2024 after Morrow County approved rezoning in 2023. Rowan's stated target is a phased buildout by 2030; the 300 megawatts of power describe planned campus capacity, not power already in use.

The county rezoned the parcel from farmland to industrial use with an overlay limiting it to a data center. Rowan argued that the former Threemile Canyon Farms land had not been irrigated or cultivated and was poorly suited to farming. Its original concept called for four buildings totaling about 1.1 million square feet, but the county findings said the number and size of buildings could change with final design.

Water and road work remain important local details. Rowan told the county that industrial use and cooling could require 20 million to 60 million gallons of water a year; it was evaluating existing water rights or supply from a planned Port of Morrow treatment facility. The proposal also called for a new power line along an existing Tower Road corridor and on-site backup power, while county public works recommended an agreement for Rowan to pay to chip-seal eight miles of Tower Road after construction.

The 2023 application projected at least 35 full-time operational jobs and described recycling industrial wastewater on site, with a retention pond for water that could not be reused. Morrow County's planning director said in April 2026 that industrial-site data centers still go through site-plan review with public notice, including checks of roads and utilities. Rowan's current portfolio gives the 2030 completion target but does not state that the full campus is operating.
