Data centers in Morrow County, Oregon: 6 projects mapped

Morrow County, a farming county in northeastern Oregon, has become a hub for Amazon data centers around Boardman, and the county has courted them. In May 2023 the Port of Morrow approved tax breaks worth an estimated $1 billion for six more Amazon data centers, adding to four already there. "If you want to have people move to your county, if you want your young people to come back... you have to give them jobs," said county commission chair David Sykes. In March 2026 Amazon confirmed it had bought 1,300 acres near Boardman, formerly grazing land; a filing describes 16 to 20 buildings of 250,000 square feet each, about 1,000 megawatts of power and $8 billion to $12 billion of investment.

A seventh company, Rowan Digital Infrastructure, is separately proposing a 300-megawatt data center near Boardman called Project Percheron. The county's data centers have been drawn into its worst environmental problem: at least 634 domestic wells nearby have unsafe levels of nitrate, some at nearly ten times the federal limit, and many of the affected families are low-income and Latino. Nitrogen-rich wastewater the Port of Morrow collects from food processors and data centers, including water used to cool Amazon's servers, is spread on farm fields and adds to the pollution, according to the Oregon Capital Chronicle.

On March 31, 2026 Amazon agreed to pay $20.5 million to settle its part of a lawsuit brought by residents who cannot drink their well water, without admitting fault. "These billion-dollar companies pollute with impunity, without regard for the human cost," said Nella Parks of Oregon Rural Action, which has urged Amazon to slow its expansion and treat its wastewater. The case continues against the Port of Morrow and other defendants.
