Data centers in Umatilla County, Oregon: 2 projects mapped

Amazon Web Services runs several data center campuses in Hermiston under city tax deals dating to 2019 that trade property taxes for fees paid directly to the city. Assistant City Manager Mark Morgan told Oregon Public Broadcasting in August 2026 that Amazon operates seven or eight campuses between Hermiston and Boardman, though only one Hermiston site is on the record here; the other confirmed project in the county is Sabey Data Centers' 150-megawatt campus in Umatilla, now under construction with its first hall due online in April 2028.

In September 2025 Hermiston's council added 800 acres to the city for a future campus, but no company has claimed the land, and Councilor Jackie Linton cast the only vote against, citing water. Under the tax deals, Amazon pays the city a fee equal to the property tax on a $27.3 million valuation, far below its promised $200 million-plus investment per site. Linton has asked why Amazon pays only about 40% of what it would otherwise owe.

Water is where residents are pushing back. The Lower Umatilla Basin's groundwater is already contaminated with nitrate, and Kaleb Lay of Oregon Rural Action says outgoing water at one Amazon site tested five times higher for nitrate than the water coming in a month earlier. "We don't know what's going in and out of every data center," he said. "They're the farthest thing from transparent." Amazon settled a related lawsuit for about $20 million while denying it caused the contamination.
