Rowan Digital Infrastructure, set up in 2021 by Quinbrook Infrastructure Partners and Birch Infrastructure, is building three campuses: Bauxite I, II and III at the Quantum Frederick data center park in Frederick County, Maryland, plus one each in Oregon and Texas. Frederick County's planning commission approved Bauxite II and Bauxite III in December 2024, adding to the 300 megawatt Bauxite I development that had already broken ground.
Water is central there. Quantum Frederick sits on the former Alcoa Eastalco aluminum plant, a brownfield site; Bauxite I and II each need 392,000 gallons of water a day for cooling and Bauxite III needs 297,000, and those totals used up nearly all the water the county allows for the first phase of the wider 2,100-acre campus.
In Oregon, Rowan wants to rezone about 274 acres of farmland outside Boardman in Morrow County for the Percheron Data Center, four buildings totaling 1.1 million square feet; the company says the land has been vacant since the 1950s and had no confirmed tenant when the county planning commission recommended approval. In Texas, Rowan's Cinco campus near San Antonio in Medina County broke ground in 2025 and closed $550 million in construction financing in February 2026 for the first phase of a planned 300 megawatt, 440-acre site, with the first 60 megawatts due online in 2026.
