North East Data Center LLC, Lytle, Texas

Rowan Digital Infrastructure is building Project Cinco, permitted under the entity name North East Data Center LLC, a 300 megawatt data center campus on 440 acres in Medina County, Texas, west of Lytle. The campus is tailored, the company says, to the long-term needs of a top five US technology company. The site borders County Road 683 on the east and County Road 6712 on the west.

Medina County commissioners unanimously approved an 80 percent property tax break for the first 10 years in December 2024. The Lytle City Council extended its extraterritorial jurisdiction over the site in January 2025 and made it a reinvestment zone by a 4-0 vote on March 26, with no public comment.

The county deal requires 40 full-time jobs at 120 percent of the county's average wage, and Rowan has said it will ask Lytle to annex the site after the first phase. "Rowan's commitment to transparency, sustainability, and partnership shows what it means to be a good neighbor," Lytle Mayor Ruben Gonzalez said when construction began.

Rowan's spokesperson told KSAT the campus will draw its water from the Edwards Aquifer, and aquifer authority general manager Roland Ruiz said the agency has no part in approving such developments. "A lot of times people will wonder, 'Why are you letting all these developments come in?' And, the answer is, we're not," Ruiz said.

Natalia resident Rob Scholes, who lives within two miles of the site, said he learned of it only when neighbors were invited to an information session months before construction, after the land was bought. "If the place, a business, that affects all the residents in this area, then yeah, I think we should have some say in what happens and how that happens," Scholes said.

Rowan broke ground in late summer 2025 and in February 2026 closed about $550 million of construction financing for the first phase, a 60 megawatt phase due online in 2026. The full 440-acre campus is expected to be fully operational in 2027.
