Edged Data Center, Council Bluffs, Iowa

Edged topped out the first of two buildings at Project Lola, its roughly 200 megawatt data center campus at College Road and East Kanesville Boulevard in Council Bluffs, Pottawattamie County, Iowa, in late June 2026, with the second due in September 2026. No report on the second building's completion has been published. The Council Bluffs city council adopted the original plan for two 450,000 square foot buildings on June 10, 2024, then approved a smaller redesign, two 285,444 square foot buildings and owner-operated substations, in June 2025.

"These updates allow us to deliver a highly efficient, purpose-built solution while maintaining the same 200MW capacity for the campus," Edged chief operating officer Mitch Fonseca said; Edged broke ground in October 2025 with Turner Construction as general contractor. A July 2026 Substack investigation by James P. Brainard, built on county deeds and city records, found Google named as the tenant in a lender agreement recorded on August 4, 2025, though every other public record lists only "tenant." Brainard reported Edged's letter of intent promised cooling "that use no water" and that Council Bluffs Water Works agreed to supply 3,500 gallons a minute at peak demand, while neither Water Works nor Edged has disclosed actual operating water use.

On June 15, 2026, Mayor Jill Shudak, who had voted for the project twice as a council member, asked the council for a moratorium of up to a year on new data center projects; it would not have affected Project Lola, and the council rejected it unanimously. "We're running very high at capacity for both water and sewer," Shudak said, and public works director Matt Cox said data center requests for a million or two million gallons a day mean "it only takes one or two big projects and we're at capacity," putting a new wastewater plant at $200 million to $300 million.

County resident Roger Williams told the council that vibrations from soil compaction at a data center build had damaged his home, and Councilman Douglas Rew said a pause would show developers "a red stop sign."
