Meta's Sarpy data center broke ground in Papillion, Sarpy County, Nebraska in 2017 and went online in 2019. The company has since expanded the campus toward nine buildings and 4 million square feet, most recently adding a building on land it bought in Springfield, also in Sarpy County. Meta says it has invested more than $2.5 billion in the site and supports more than 300 operational jobs.

Meta says it worked with the Omaha Public Power District to plan its energy needs and pay their full cost, and with the Metropolitan Utilities District to pay the full cost of its water and wastewater service. The company says it matches its electricity use with clean energy, including a wind farm it has invested in in Dixon County.

From 2020 to 2024 the Sarpy campus withdrew between 26.7 million and 37.5 million gallons of water a year from the local supply, Meta's own reporting shows, the Flatwater Free Press found. The campus uses a mix of evaporative and closed-loop cooling. Omaha's Metropolitan Utilities District, which supplies the area, can deliver about 320 million gallons a day against average demand of about 98 million gallons, and counts at least 10 data centers among its biggest water users.

Nebraska lawmakers passed a law in 2026 requiring data centers to report their annual water use and power demand to the state. Jesse Bradley, director of the state Department of Water, Energy, and Environment, called it a "great start" and said the agency would then see what information gaps remain.
