France's biggest data center project, Campus IA at Fouju in Seine-et-Marne, about 40 kilometers southeast of Paris, won the prefect's approval on July 29, 2026. Backed by the Emirati fund MGX, Nvidia, Mistral AI and the public bank Bpifrance, it is priced at €50 billion and would reach 1.4 gigawatts of power with eleven data center buildings 20 meters tall on 89 hectares. Its first phase, four data centers and a substation on 38 hectares, was due to start in September 2026, and opponents say they will challenge the approval in court.
Fouju, a village of about 650 people, is split. Mayor Jonathan Wochenmayer says the tax money will pay for sidewalks and a school renovation, and that the site, 2.8 kilometers from the village, is the least disruptive place for it. "We'd like Fouju to stay as it is," retiree Giuliano Del Negro told AFP. The collective Stop IA à Fouju calls the public inquiry botched and points to 613 backup generators and 601 tonnes of cooling gas that could release PFAS "forever chemicals" if it leaked.

North of Paris, the worry is how many data centers are packed together: about thirty have gone up in Seine-Saint-Denis in a decade. At Le Bourget, the new mayor, Mehdi Nezzar, withdrew the permit his predecessor gave Segro for a data center on the former H&M site, and on July 28, 2026, the Montreuil administrative court refused to suspend that withdrawal, leaving the project blocked. "If the project goes ahead, I'm thinking of moving," Adil Champion, who lives less than 200 meters from the site, told Synth Média.
South of Paris, CloudHQ opened the first phase of its campus at Lisses in Essonne in 2025; it plans two buildings of 74.4 megawatts each, and their waste heat is to warm up to 7,000 homes through Corbeil-Essonnes' heating network.
