Uttar Pradesh's data centers are packed into Gautam Buddha Nagar district, in Noida and Greater Noida next to Delhi, and the local fight is over water. In Noida's Sector 62, AdaniConneX is building a 150-megawatt data center 1.2 kilometers from Khora Colony. At Tusiana village in Greater Noida, Yotta's Data Center Park, opened by Chief Minister Yogi Adityanath in 2022, had one of six planned buildings running in late 2025, using 30 megawatts of power.
Groundwater in the district is pumped at 104.79% of its yearly recharge, and the Bisrakh block covering Noida and most of Greater Noida is classed as overexploited. Khora Colony gets no government water, and residents say their borewells have dropped from about 120 feet in the early 2000s to about 600. "We also call for tankers every two or three days, paying Rs 1,500 for just 500 litres," said Yogita Chauhan. AdaniConneX says it uses air-cooled chillers rather than water-cooled systems.

In Tusiana, residents told Down To Earth the park had brought them no jobs, and Satish Chand said wells that once struck water at 20 to 30 feet must now go down at least 80. Yotta says it uses no groundwater or drinking water, only about 500,000 liters a month of treated water from the Greater Noida authority. In Noida's Sector 132, Sify's own ESG report says its data centers use fresh water from the city supply and groundwater.
Officials could not say how much water any of these buildings uses. The state's 2021 policy promised data centers "24x7 uninterrupted water supply" without saying where it would come from, and neither the Noida nor the Greater Noida authority had consumption figures. The district groundwater engineer said permits require recharging two liters for every one pumped, adding, "Groundwater is not a big problem in UP." Right to Information requests to both authorities and the district magistrate went unanswered.
