Data centers in Rockland County, New York: 1 project mapped
Rockland County's data centers are clustered in Orangeburg, in the Town of Orangetown, where Bloomberg, JPMorganChase, DataBank and 1547 Critical Systems Realty run facilities. The fight is over DataBank's plan to add a second building to its campus at 2000 Corporate Drive, near Lake Tappan and the New Jersey line. In September 2026 the state Department of Environmental Conservation ruled that the expansion falls under Gov. Kathy Hochul's one-year pause on large data centers, so its state application will stay incomplete until the state finishes a statewide environmental study.
DataBank, a Dallas company, opened a 145,000-square-foot data center there in May 2025, drawing about 20 megawatts of power. Phase 2 would add a 77,862-square-foot building and a 22,571-square-foot backup power yard; together the two would use enough electricity for about 34,000 homes, more than all the homes in Orangetown. DataBank says the campus's substation caps it at 45 megawatts, below the 50-megawatt line in the governor's order, and disputes the state's ruling. "We take no water out of the reservoir," said DataBank's JP Laqueur.

Opponents worry most about the reservoir. "The biggest issue that we have is that these are next to residential areas and, most importantly, Lake Tappan," said Dave Rosen of the Bi-State Datacenter Crisis Coalition. The Orangetown Planning Board voted unanimously on July 8 to require a full environmental impact statement, and the county planning department and the state Attorney General's office both said the review was too narrow.
In late August 2026 the Orangetown Town Board adopted a six-month moratorium on new data centers and battery storage while it rewrites its zoning, but exempted DataBank's pending application, to residents' anger. Phase 2 still needs site plan approval from the Planning Board and two variances from the Zoning Board of Appeals.
