Lombardy has most of Italy's data centers and its loudest fight over them. On August 4, 2026, the national government declared K2 Strategic Infrastructure Italy's campus of up to about 400 megawatts, worth €5.3 billion, in Zibido San Giacomo and Lacchiarella south of Milan, of strategic national interest, which speeds approval under a special government commissioner. Residents can comment until November 3 on the reopened environmental review for expanding the Noovle data center in Rozzano, and a network of citizens' committees has called a regional demonstration for October 10.
The towns say they were not asked. Zibido's mayor, Sonia Belloli, said she had no answer from the grid operator Terna about a substation planned right beside the site, and no sufficient assurances about its effect on residents. "They talk about billions in investments, but the reality is a devastating impact on our territory," said Zibido councillor Pietro Cataldi, calling the decision "imposed from above." About 200 people marched against data centers in Lacchiarella in July.

Opponents have organized. In September dozens of committees, from Rho and Trezzano sul Naviglio to Travagliato and Magenta, formed the Network of Citizens' Committees Stop Data Center, which wants the health effects of many plants weighed together rather than one at a time. In Travagliato, near Brescia, the province found grounds in August to block a 120-megawatt project's request for a 300-megawatt grid connection, and the developer withdrew its plan from the town. "The mobilization front is growing," said Enrico Duranti of the network.
Lombardy passed Italy's first data center law in June 2026. It steers new sites to disused or contaminated industrial land, bans cooling with drinking or irrigation water, doubles building charges on farmland and triples them in protected parks, and puts the region in charge of projects over 50 megawatts. The Milan area alone had 33 data centers running, 10 under construction and 23 under review, Il Sole 24 Ore reported.
