Amazon Web Services' data center campus at 8657 Warner Road in Jerome Township, Union County, Ohio, near Plain City, is under construction. It is one of two AWS campuses in the township; the other is at 8619 Industrial Parkway, and each is reported to have four buildings. Trustees paused new data center approvals for nine months in September 2025 after complaints about noise from Amazon's buildings.

Amazon's two data centers in the township hold 10 year tax abatements approved by Union County, so Jerome Township collects less commercial tax revenue than it otherwise would, Trustee Wezlynn Davis said. Amazon said it paid $1.1 million in Union County property taxes in 2024 and supports an average of 2,360 full time equivalent jobs a year in the county. “They feel like they're footing the bill for a mega-corporation,” Davis said of residents, since township police and fire serve the campuses.

Trustees received complaints about a persistent “industrial buzz,” and Davis said: “According to the way that the noise is measured, it may be in compliance, but it still is not pleasant.” Amazon said it was surprised by the moratorium and pointed to “multi-million-dollar investments in engineering solutions that further reduce sound.” Davis said an April 2025 fire tied up firefighters for upwards of 30 hours, and she wants data centers to bring their own power generation and become a conditional rather than a permitted land use.

Civil Solutions filed plans in April 2025 for two more campuses, 11 buildings on about 215 acres directly north and east of the Warner Road site. The township denied both zoning certificates on September 3 for failing its noise and nuisance rules, and Civil Solutions appealed; those applications predate the moratorium, which does not apply retroactively. The nine-month moratorium was due to run through June 2026, and no result on what the township adopted afterward has been published.
